The International Organization for Migration (IOM) Nigeria is recruiting to the post of Programme Officer (Immigration Border Management (IBM)) in Abuja, Nigeria.

Core Functions/ Responsibilities:
  • Monitor the Nigerian migration environment in relation to migration and border management, irregular migration, transnational crime; country immigration and border control priorities.
  • Coordinate a capacity analysis / needs assessment of the Nigerian Immigration Services (NIS).
  • Provide technical support and capacity building to NIS and other project partners in managing the Administration of Migration Regulatory Framework; Border Policies and operations; Information Technology Framework.
  • Formulate recommendations covering national border management agency administration responsibility overview, structure, resource management, operational and management skills training (on-going and priorities), audit; investigations, stakeholder liaison, work conditions and values and conduct.
  • Manage issues and recommendations covering the following: Legislation and procedures (including pre-arrival, entry, stay, departure, residence, compliance, detention, people smuggling, trafficking in persons, abuse of power penalties); International obligations and agreements (Humanitarian, transnational crime), International Civil Aviation Organization (ICAO) standards; Inter-agency and Regional Cooperation.
  • Build capacity, develop and deliver training for the Nigerian Immigration Services (NIS) for the following areas:
  • Passenger processing entry/exit permits and processing at land border/airports;
  • Passport and visa and identity document management - issuing, verification, validation (including compliance with ICAO travel document security Standards for manufacture) and forensic immigration control;
  • Passenger card handling;
  • Movements, Alerts;
  • Compliance functions (including document examination and identity fraud);
  • Border management manuals and operational procedures - availability and maintenance processes; and
  • National Visa management system; document security (migration data storage, recording, distribution features).
  • Provide advice on Border Management Information Systems and IT environment to support the land border management business processes; Architectural overview including hardware and software at NIS head office and border check point; overview of application of tools and operating platforms; IT security environment (application access, data capture, storage {database}; Archiving, back-up, etc, features); Management and administration of the IT environment (including platform, licensing, technical support, database administration, systems performance); IT Change and Release management frameworks; IT testing capabilities and environment; IT skill set.
  • Support the CoM in the development of partnership and liaison with donors, government and implementing partners, including non-governmental organization (NGOs) and other service providers to ensure proper coordination and implementation of all aspects/activities of the programme.
  • Represent IOM and participate in relevant conferences, workshops, steering committees, policy and technical working groups to ensure proper coordination and presentation of IBM activities.
  • Prepare and submit regular project narrative and progress monitoring reports ensuring their timely submission to stakeholders and project partners.
  • Perform such other duties as may be assigned.

Technical
effectively interfaces with government officials of appropriate level on matters related to substantive migration issues and the work of IOM; b) effectively applies knowledge of migration issues within organizational context; c) correctly frames migration issues within their regional, global and political context.

Desirable Qualifications and Experience
completed advanced university degree from an accredited academic institution, preferably in Political Science or Social Science, or related field; b) five years (or seven years of experience for candidates holding a first level university degree) of operational and field experience or capacity building experience in border management and migration management; c) knowledge of administrative and procedural aspects of EU migration and border management standards; d) experience in liaising with government authorities and national institutions; e) experience in managing project activities.

Languages
Thorough knowledge of English. Working knowledge of French an advantage
